Enroll a store with the fiscal control system

Creates the store as a location under its organization's taxpayer and commissions it, in one call that can be repeated - the same way as enrolling an organization.

Requires the FISCAL extension to be active on the tenant and the store, and the organization's taxpayer to be COMMISSIONED.

What an operator confirms before the store exists as a location at the fiscal control system. As for the organization, a client may propose the values from the store and the operator decides.
